     3   MR. RAMPTON:  My Lord, Professor Ashworth is here.  There has
     4        been a slight accident in this respect, that he had assumed
     5         -- I hope rightly -- that he was going to be a relatively
     6        a short witness.  On Friday he arranged for an appointment
     7        with the Secretary of State for the Environment for
     8        3 o'clock today.  I am afraid we did not know that until
     9        last night.  I am proposing to take him very shortly
    10        in-chief anyway.  It may be by one means or another we can
    11        finish him in time to release him to go to his
    12        appointment.  It is, of course, entirely a matter for your
    13        Lordship.  He can come back, of course, if he is not
    14        finished at some future date.

    16   MR. JUSTICE BELL:  I think we should see how we go.  That would
    17        involve leaving about 20 to 3, would it, or something like
    18        that?

    20   MR. RAMPTON:  Something like that, yes.  It is in Whitehall.

    22   MR. JUSTICE BELL:  It is a taxi ride to Whitehall, really.  What
    23        I suggest we do is we go on until 1 o'clock or just before;
    24        we might resume a few minutes early before 2 o'clock.  We
    25        will break off at 20 to 3, come what may, and if we finish
    26        by then, well and good; if we have not, we will sort it
    27        out.
