Review Graphing.
Here you can either put in x = 0 and get an answer, or put the equation in the form of y = mx + b where b is the y-intercept.  Using x = 0 is probably easier.  If x = 0, then 0 + 2y = 7.  Divide both sides by 2 and the y-intercept is 3 and one half.
