The ClearView Surveillance System is a powerful quality improvement and reporting system, running on a UNIX RISC workstation, designed to enable telecommunications carriers and their most important customers to obtain: virtually error-free transmission statistical proof of network quality. The ClearView system has been in use since 1990 by carriers and large private corporate networks to predict and avoid t1/t3 outages and to provide detailed documentation of network performance. Working in collaboration with Bellcore's Network Monitoring and Analysis (NMA) system, ClearView acquires performance data from intelligent network elements, processes that data, and turns it into graphically formatted information, such as run charts, Pareto graphs, histograms, and pie charts. This information makes it easy to plan and execute effective management activities. It also automates the development of credible performance reports increasingly required by interchange carriers and major corporations.

ClearView is built on a client/server architecture and is sufficiently scalable to acquire data from over 100,000 monitoring points on a single server. Clear view's partitioning feature makes it easy to develop complete sets of reports for different customers, services, equipment vendors, and operations centers. The system's flexible graphical user interface permits multiple simultaneous users of the system; each user can be assigned appropriate feature authority restrictions as well as limitations on the portion of the network he or she is allowed to view.

ClearView effectively marries principles of Total Quality Management (TQM) and network performance management by replacing sole reliance on after-the-fact correction of problems with a predictive and preventive approach. Carriers can use ClearView to: Alert network managers to degrading performance trends which signal impending disruptions, long before critical data and voice applications are lost. Identify the few (typically, 3-5%) chronic circuits responsible for most network disruptions and transmission errors. Convert the mountains of T1/T3/E1/E3/SONET performance data available from intelligent monitoring devices into easily understood graphical reports that can be used immediately to report and diagnose problems.

Track actual transmission performance against carrier contractual guarantees and objectives. Dramatically enhance communications about the network; free up time otherwise spent in the drudgery of report generation; reduce arguments; and promote IXC/LEC/customer teamwork directed at improving quality and reducing costs.
