Mages are necessary for casting spells and summoning spirits. They
must be initiated inside a capital, city, temple or university. They
cost 5000 jewels to initiate, and 1000 jewels in maintainance each
thon.
Mages are moved around as if they were an army, and have twice the
nation's basic move rate.
Some spirits have the [w]izardry flag, and they behave like mages.
