It's just the manufacturers cost cutting. Rather than include the
firmware necessary for the text-to-bitmap conversion, they let the host
computer do all the work. That way they only have to write a driver.

This isn't trying to be fancy, it's offloading all the work onto the
CPU, as if it hasn't got enough to do when running Windows.
