Well, Windows 3.11 (a "special edition" of Windows 3.1 to use a more
modern buzz-phrase) had networking added to it at very simple levels
(although ground-breaking at the time). 3.11 does not include Dial-Up
Networking for a start - this was a feature of Win95.
If you want to network Windows 3.11 to anything, you have to use
Ethernet cards, and installing the TCP/IP protocol is not easy (also
not standard for 3.11!).
An Amiga 600 is more advanced than Windows 3.11 (when Miami is
installed :).
