The British army already issue waterproof notepads. The pages are sort
of platicy, and you can only write on them in pencil (which rubs off),
but you can certainly use them in the rain. An ex-army colleague of
mine had one which was very useful when we were working outdoors and it
was p*ssing down with rain.
