And this is a problem? There's not a mail reader application readily
available and/or included with every server system and network
connection software package available for every platform in the world?

Sorry for the incredulity, but this concern seems totally irrelevent,
though someone please enlighten me if I'm missing something.

If "web" access to a completely functional, efficient, public standard
and readily accessable email list is a necessary or desirable effort,
then I would be happy to look into writing (or most likely modifying
an existing) PERL script to automate the task; a relative no brainer,
to be sure, especially for a read only server side app that posts to
an apropriate link page.
