Why not ? As long as this "bug" is in there, you cannot
easily test software (because you must install an instable
developer version in the final place or you must compile it
again for installation). Then, you cannot move tools around;
if someone gives you a tool, you must install it where he
wants no matter what. What will you do if there is already
another tool at this place ?

Besides, Amiga and Tao have acknowledged this and they
are working on a fix.
