It's nowhere near as simple as that. There isn't an acceptable unmetered
package available to most ISPs, especially those that aren't tied win
with telcos. Some ISPs tried tpo jump the gun of true unmetered access,
bringing out their own, subsidised packages in order to gain market
share. It cost them but they expected to make up for it when true
unmetered became available.
However, full unmetered access isn't available, which is why
WorldOnline, Alta Vista, Lineone and others have had to rethink their
plans.
