Maybe your phone exchange sucks? Or eveyone has dodgy phone lines?
Have you tried with another ISP?

I take it that was the normal BTi charge plus the ST charge? That's
pretty much a disgrace, I'm sure I'd seen it advertised as the 9.99
per month for BTST. You could check out Freeserve ST I think theirs
works out cheaper somehow, although if you've been screwed once...
