The directory requirements of a partition full of data depend ontthe type of
files. FFS is particularly inefficient when working with small files, so the
difference is most pronounced there. The opposite, a partition containing a
single large file, such as an ISO image, would show insignificant differences.

So yes, it is a fact, but part opf the fact is that the difference is dependent
on the circumstances.
