The first new features I can think of are support for Unicode and a few
new techniques to make translations easier and more accurate. We want
programmers, translators and users happy of the final results.
Translators and final users know how awkward are translations sometimes.
In most cases a better locale subsystem would help a lot.

Yes. The priority was lowered because other projects demanded more
attention (e.g. codename "A-Team", completed just today), but now I'm
back to the locale subsystem, codenamed Babelfish. I didn't start
discussions because I knew I couldn't allocate for them all the time and
resources that they deserve.
