First, you must do a checkout to get a copy of the sources on the
CVS server. After that, you can modify them (basically, just copy your
modified sources over the checkout). Do an update. That will make
CVS notice all files which have a new date but which did not change
(or copy with -p to protect the change time). Then commit your
changes.
