A Version: header will be included in the formal spacification. :)

In those cases, I would rather have the party making the new submission
re-upload the "old" version with a new/different "location:" header than for
us to make assumptions about where this "old" revision should go and
complicate what could be a very simple task. :)
In actuality, I plan to implement a very powerful interface which will use
the Author: field with a developer profile cross-reference to determine the
"owner" of these uploads/submissions and allow them to
reorganize/move/rename them if and when this obsolescense is warranted.

Definitely. Anything specified as a required header field will be put to
good use by the interface.
