I'd guess a major hurtle would be porting the AmigaDE to use the Dreamcast's
hardware (the Hitachi processor(s), audio, graphics). In order to avoid
writing drivers, its could run hosted on WindowsCE, but that would hurt
performance (15% I seem to remember). Still, an AmigaDE might extend the
Dreamcast's life a bit as it would be able to run upcoming Amiga games. This
is obviously just speculation, but I'd say its possible.
