I can understand this, and luckily Amiga seems to do so as well. The reason
the first SDK is for Linux is that apparently they could get it out of the
door faster that way (the tools they use were already ready for Linux?).

I think I should cross the NEVER question over, I am pretty confident they
will release a Windows version of the SDK as soon as possible. At least this
is what they have publicly stated.
