Bill's word isn't being broken. We are paying no money to Microsoft. What
would make you think we are? This Windows SDK is for developers who are
already running and developing under Windows just as the Linux SDK is for
developers who are already developing and running under Linux.
No money changes hands to Linux or Microsoft t run on top of their
platforms.

You mean an auto-install regardless of platform? I would assume a dev
wanting to offer run-time versions of software would target markets and
provide an installer for his product just as they do now, but that isn't
carved in stone, just a guess.
