Of course, that's why browsers have it enabled by default. It's ugliness
is an advantage, no one uses it for anything else so underlined text is
about as unambiguous as you can get.

There are plenty of other ways of phrasing a statement to make it clear
it's a link. I've just been to a web site that had an animated gif that
said "click here" :-O
