It depends exactly how you want your frames to look, but:

<FRAMESET ROWS="30,*">
<FRAMESET COLS="*,120,*">
<frame name="MyFrame1" SRC="Frame1.htm" NORESIZE>
<frame name="MyFrame2" SRC="Frame2.htm" NORESIZE>
</frameset>
<frame name="Main" SRC="main.htm" NORESIZE>
</frameset>
