Assuming thing like that is always risky :)
The Wirenet site uses frames, although it has the same pages available
in a non-framed format too, to keep everyone happy.

I need to be able to launch external programs and scripts, load pages
and frames into the browser, be notified of when loading has finished,
change some preferences settings.

I try to avoid using JavaScript, it bogs down on slower machines. About
the only JS I use now is the onmouseOver image rollovers in the side
menu.

I don't know PRECISELY what I'm going to want to do in the future, and I
don't want to be in the situation where every time I want to change
something I have to implement it in two different ways. So I need
similar capabilities.
