Up until recently (actually a few weeks ago) I controlled something called
the Mini index (website) that held details of Mini fanatics from around the
world. I decided to give it up though because 1. I don't have a Mini
anymore and 2. I wanted to devote more time to developing for AmigaDE (drag
on topic).
In answer to your question, yes it is a common occurance. The new bushes are
a pain to get in, some people even replace them with solid metal ones so
they don't wear down again (bit of a rough ride though). The problem with
leaving it loose is that the exhaust tends to detach itself from the
manifold.
If you have any Mini questions, feel free to mail me off this list (or join
the Mini mailing list, the address of which I can get if you want :-)).
