There are all sorts of copyright and licensing issues involved in
distributing a cover CD without the magazine. Firstly, the CD itself is
copyrighted to EMAP. Then the commercial software on the CD is usually
licensed for a single issue only, not for general distribution. Thirdly,
a lot of freeware/shareware software has a distribution condition that
excludes distributing on commercial CDs, with the exception of magazine
cover CDs.
