It's worth every penny. You might get it a bit cheaper direct from
Grasshopper.
Have you checked the prices of Quark XPress or InDesign?
I have been teaching students to use PageMaker this Semester, and while
it is very nice, it lacks many of PageStream's features, especially
Bezier curves. Exporting a PDF from PageMaker can only be done if you
also buy Distiller, which is about another £50.
Pagestream is a bargain. I guess one reason for the low price is that
Head Office costs are lower at Soft-Logik than at Quark or Adobe (although they
probably have fewer dogs on the payroll.)

48 Megs will be plenty unless you use big scanned images, or want to run
Voyager and YAM at the same time.
A 19 inch monitor is nice for DTP.
