Yes, but if you actually read the terms and conditions (I know, not many
people do) they also state this right at the start:
USE LIMITATION
Unless you are a signatory to a Passport Participant License and Service
agreement, the Passport Web Site and services are for your personal and
non-commercial use.
I know what you're getting at, but maybe people should pay more attention to
license agreements.
