But JavaScript is so slow. The TITLE attribute has the same effect
without the overhead.

The TITLE attribute does in deed go in the HEAD section of the page, the
contents are displayed in the title bar of the browser window. But I was
talking about the TITLE attribute, which can be used with the <A> tag.
The information in the TITLE attribute can be displayed in the status
bar or a "tooltip" depending on the browser.
