You don't need to, but it's probably best to. Because you don't need to,
you can install PFS3 and then backup/reformat/restore at your leisure.

Copying between partitions on the same drive is the slowest possible
method. The heads have to track to the source partition, read a bit,
track to the destination partition, write and bit, repeated ad infinitum.
That's why I keep my downloads on one drive and the AACD mirror on
another. If I burn the CD to an image file, I put that on the same drive
as the Downloads dir. That way I'm never reading and writing the same
drive when shovelling files around.
