I have this printer, it is quite an old model. The newer ones are 4100, 4200 etc.

I assume that only the Ink-Tanks are new and not the actual Print-Head?
In that case, the heads could be blocked or actually be non-functional.

First, perform a couple of Head-Cleaning cycles (see 2. below) and do some
test-prints (3 or 6). If this doesn't clear it up, remove the print head
cartridge from the printer and hold it head down onto some absorbent paper
to see if ink is actually coming out.

If not then get a small dish of hot water and stand the printing head in it
for a minute. Next, pick up the cart and gently press it down on a wad of
absorbent towels to see if ink is coming out. Put it back in the printer
and perform a couple more Head-Cleans and try again.

If this doesn't work then I'm afraid that you may have to buy a new Print-Head.
I've had to a couple of times the six years I've had mine. They cost about £30.
The colour+black one is called "BC-21" and the Black-Only one is called "BC-20".

Some useful info.

1. To change cartridge: Power on, hold Online-Button until BEEP, change cart,
hold Online-Button until BEEP.

2. Cleaning Print-Head: Power on, hold ON-LINE and PRINT-MODE buttons until BEEP.

3. Ripple Pattern Test: Power Off, Hold ON-LINE and PRINT-MODE buttons and press
and hold POWER button until BEEP.

4. All Modes Print: Power Off, Hold ON-LINE button and press POWER until BEEP.

5. Demo Print: Power Off, hold ON-LINE button and press and hold POWER until
TWO BEEPS.

6. Nozzle Pattern Print: Power Off, hold FF button and press and hold POWER
button until your hear TWO BEEPS.
(This one is useful to check if some nozzles are blocked)
