It's installed with the OS, but that doesn't mean you're "licensed" with it.
You actually own licenses for OS3.9 and IDEfix'97, not for individual
components therein. For instance, you couldn't sell your Cachecdfs
binary to someone else without selling either the whole lot of either
package..
