Yes. I've used it on 3.0 and 3.1. See below.

NewMode A utility which makes it easily possible to promote screens
which are not opened the way you like it. NewMode 'hangs'
into the OpenScreen and OpenScreenTags procedure, changes
the parameters to your favourites (e.g. screenmode, number
of colours, position, size, overscan...) and then opens the
screen using the changed parameters. Version 3.9, an update
to version 3.8. OS2.04 or higher required. Binary only.
