its all clearly mentioned in their documentation and readmes.
Debian 100% prefer people to install properly (ie over the net) and you do
this by downloading only the basic installation stuff. Then they've got
their 'get a CD from local source' option. finally, for those with
determination you can get the ISO's.
eg
ftp://ftp.du.se/disk2/debian-cd/2.2_rev2/powerpc/
ftp://ftp.proxad.net/mirrors/debian-cd.debian.org/
debian-cd.debian.org is the , obvious, main site. do not use. only use
mirrors.
