Nope, you're dead right.

The HTML doesn't tell the browser what to do with a file, the browser's
MIME settings do that.

Because you don't have a MIME type set up for this file, or you do but
it's set to save to disk. Create a suitable MIME type and your browser
will play the movie with whatever player you specify in the MIME type's
settings.
