Of course hey aren't. Objects and form elements can be clickable.
What's the point of making something clickable and then making it look
like a non-clickable element, like plain text?

You don't, the spec says
"There are six levels of headings in HTML with H1 as the most important
and H6 as the least. Visual browsers usually render more important
headings in larger fonts than less important ones."
No mention of relative sizes, it doesn't even say that H2 has to be
larger than the default font size.
