I don't use HappyENV but I've commented out the startup-sequence
line "C:Copy >NIL: ENVARC: RAM:ENV ALL NOREQ".
and replaced it with:

C:Copy >NIL: ENVARC:~(sys) RAM:ENV ALL NOREQ
C:Copy >NIL: ENVARC:Sys/~(#?.info) RAM:ENV/Sys NOREQ
Assign ENV: ENVARC: ADD

This avoids copying all the deficons files to ENV.
In fact the only thing you must copy to ram:ENV are the system prefs
files. WorkBench won't boot without them there.
Programs that have their own directory in ENVARC: should be copied to
ENV: also. Even with the "Assign ENV: ENVARC: ADD" they won't work
unless their dir is also in ram:ENV.
Works for me.
