I know AWeb has problems with this (I do not use Miami). However, it is
false to state that as general behaviour. I use HappyEnv-handler and
my ENV (ATM) looks like this (shortened):

So, it only is a problem if env-vars are needed before HappyEnv installs
or if programs do not call for vars directly but assume their existance.

Not really the same, but there exist utilities to "makedir &
assign" RAM:ENV: RAM:T RAM:Clipboards in one go.
