They're the same program. Windows runs "explorer.exe" on startup, and
that is your desktop (Active or otherwise), Startbar, System Tray, and
every folder window you ever have.

Now run explorer.exe - it simply detects that it's running already and
starts up in "panelled" mode. In fact in Windows 2000, "panelled" mode
is simply an IE window with folder view on one side, and an Explorer
bar at the left with.. um.. folders (Desktop, My Documents, My Computer)
in that you can traverse..
