Zapek has an agreement with Olivier. How many times?!
Licensing is at the author's discretion.

V's plugin system is not closed, the developer kit is available. The only
thing you can't do is write an image decoder (that part *is* closed)
because the support issues of helping someone through it is immense.

What else is a plugin system but a set of function stubs?

Embedded as in "it plays in a portion of the browser window" as in the
extension of the HTML <EMBED> tag. Not embedded as in compiled into
it. The external flash player needs a whole new window.
