ummm.. no they really don't. A CIA timer is a realtime timer that times time,
in realtime :D (get more times than that in a sentance and win a sausage!).
You are thinking of things which use the VBL interrupt to keep time, which
changes depending on screenmode.
Either that or its the clock on the wall of a Central Intelligence Agency
office :)
