I don't know how much this will help but the PS2 allows you to skip some
amount of frames a second much like a fast forward. L2 and R2 buttons held
down does this. I had always thought stand alone DVD players also did this?

Also, you could just do a quick skip-to-scene whatever and then press "Play
Movie".
