I have a 175 mhz card as well, with a bvision & 64 megs. I
don`t know how to bring up the FPS display, but I really don`t
care. 95% of the time I find the game flies along, much much
more playable than heretic2.

I`ve found the game plays so well that I`m not bothered with
messing about to get 3 more fps. I just want to play :)
MY settings:
Bvision mgl 8 bit textures, 640x480 triple buffer
low sound quality (I have a small pair of TIME branded actives,
they suck so I don`t notice the diff between low & high.
Control is via the mouse.
