IMO there is a lot to be said for not using Javascript at all. It
causes more trouble than it's worth.

The heavy coding should be on the server, where you know it will work.
The front end should be as low tech as possible so that everyone can use
it. See www.amazon.com for a good example.

Java applets and interactive Flash are OK on inner pages, as a luxury
for visitors with high end equipment. Never on the navigation pages or
home page.
