Because it maps the ROM into fast RAM.
I have a small tool which patches the Apollo ROM so that it adds its memory
properly, but it doesn't work on some boards and disables the SCSI interface
(another design flaw the size of Wales). This allows you to use standard tools
such as MuLib.
