Hmmm. How can you judge the dithering abilities of 2 programs with 1
image and a fixed number of pens?
If you're not using a graphics card by 2001 you *deserve* crappy
dithering :-)

No it isn't. That would look crap. Dithering is the process of
scattering different colour pixels to give the impression of more
colours. See the Halftone, Floyd-Steinburg, Stucki etc. algoritms.
