It's nice to agree with Matt now and then.
As for the dithering, besides the algorithm that actually does the
dithering, there is also the question of how the colours to be used
are selected. For instance, if there is one bright red spot occupying a
small area in a picture that is otherwise blue and green, how do you
decide how many reds, blues and greens are needed in the palette?
There are various algorithms for this.
It's particularly a problem if there are many images on the page (I see
pages with 160 or more images), or if Voyager has several windows open,
showing different pages.
So you may get a better result if you start V and go straight to the
test page, than when you are in the thick of things.
