&F resets the modem to factory defaults (assuming Hayes commands) and probably forms part of most peoples init string.
Flashing is more complicated and involves sending the required command string to access the flash memory, followed by the actual data to be stored in the flash.
The data can usually be downloaded from the manufacturers web site. It's a long time since I flashed mine from K56flex to V90, but I think I used AmTerm to do the necessary.
All the relevant AT commands /should/ be listed in TFM that came with the modem, although, I think it tends to get hidden on a CD now.
