how have you installed it?
it should be set quite early in startup-sequence
It might also require the existence of ram:t
I use something like this
c:mcpwaitvalidate
c:env-handler ADDVOLNODE
makedir ram:t ram:clipboards ;(if this isn't there it fails after the reboot
at blickick)
blizkick
setpatch
mcpwaitvalidate
mcpassigns
....
