cgi programs are usually written in PHP or Perl. In theory any language
can be used, if you have control over how the server is set up.

Typically, the cgi script is a program which gets run by Apache. A
request in the HTML code tells Apache to do this. The script passes
results back to Apache, which sends them to the browser.
