It doesn't.
It's caused by a strange effect: basically some patches will pass through
to the functions below them that they patch. Some patches don't. Some
patches will do either depending on certain circumstances.
What is happening is that VP is catching certain Draw() and RectFill()
operations, and never passing back to the MCP patches or whatever.
Hence, it draws like it should have done.
The solution is, though, to twiddle with patch order until it starts to
work. I'd go MCP/VisualPrefs/Newicons if I were you, and only use
ONE no borders patch if yoy're going to use any :)
