The 68K Kickstart doesn't have to run from ROM, most accelerators copy
it to RAM anyway, which you could just as easily do from a disk file.

OS4 won't be PPC only, some of it will be 68K code running under
emulation. Since the OS will gradually progress to 100% PPC, it makes
little sense to commit the code to silicon. All you need in ROM is
sufficient to boot from disk, hard or floppy.
