Yes, I have two Phase5 Blizzard SCSI-Kit boards,
and both will load the 1230scsi.device into RAM
when booting the machine, even if there is no
SCSI cable connected.

It is unlikely that the new manufacturer would
have changed the device name and/or the way it
is loaded, so it does indeed look like something
might be wrong with the SCSI-Kit board or the
1260 DMA interface. But before you send the
boards back, do some more tests:
Try starting the machine directly without any
startup-sequence, and check for the device with a
selfcontained tool like the ancient SysInfo. Test
with and without any SCSI cable/gear connected.
Alternatively make a bootable floppy with "sysinfo"
as the only argument in the startup-sequence and
copy the SysInfo program into the root directory.
(It is a good idea to have a few floppies like that
filled with various test tools).
Remove the memory module from the 1260 and install
it on the SCSI-Kit only. Again test with and
without any SCSI cable/gear connected.

PS
And do check that 25 - 50 pin adapter anyway.
If the term pwr line is wrongly connected,
it can fry part of your SCSI gear :-/
